JAKARTA, 16 February 2015 – ASEAN conducted a two-day Training Needs Assessment (TNA) Workshop on Damage and Loss Assessment (DaLA) and Disaster Recovery, on 11-12 February in Jakarta. The workshop aimed at building the capacity of the ASEAN Disaster Management Training Institutes Network (ADTRAIN) and standardising regional Damage and Loss Assessment (DaLA) and recovery guidelines to be used by ASEAN National Disaster Management Agencies (NDMOs).
In this workshop, Pacific Disaster Center (PDC) presented the existing standards and contents, identified gaps, and provided recommendation for subsequent development into ADTRAIN’s standard training curricula. ASEAN’s key stakeholders in disaster management such as NDMOs, practitioners, academia and CSOs were given opportunity to provide inputs including the ASEAN context into the methodology, review the standardised guidelines, share relevant experiences, and provide recommendations for the draft course outlines. PDC will continue to compile the feedbacks, finalise the outlines for the first two priority areas namely DaLA and Recovery. The outline will be submitted to NDMOs for approval before being utilised as course material in the Training of Trainers.
The workshop was preceded by the Third Meeting of the ADTRAIN Core Group on 10 February. During the meeting, the ADTRAIN Focal Points from each NDMO discussed training needs assessment on the identified priority training courses which are supported by the ASEAN-U.S. PROGRESS and the AADMER Partnership Group (APG).
The workshop was held in collaboration with PDC, and in partnership with the U.S. PROGRESS and Australian Department of Foreign Affairs and Trade (DFAT).
ASEAN, with the support from the U.S. and Australian Government, continues to work on increasing ASEAN Member States’ capacity in disaster management, using the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) as the regional policy backbone and common platform to maintain ASEAN’s centrality.
