Ha Noi, Viet Nam, 13 September 2018 – Myanmar is committed to achieving peace and prosperity in coming years as it continues to develop, affirmed Aung San Suu Kyi, State Counsellor of Myanmar, at the World Economic Forum on ASEAN.

Adaptability and conviction have been key to the country’s achievements so far, stressed Suu Kyi. “Young people have changed, and also our civil servants,” she said. “I’m not just talking about corruption; it’s also about the fact that they feel more confident, and they feel they can take initiative much more.”

Education is a priority to continue this trend, she stressed. “It is through education that you teach the people to understand how to create peace and prosperity.” Education does not end after school,” she added, “but encompasses all efforts “to give the people an opportunity to learn more about what kind of role they can play.”

“Our young people are very creative and innovative,” Suu Kyi said, “in spite of the fact that we have had a very poor education system.” She invited entrepreneurs to invest in Myanmar’s young people and their business endeavours, for example, efforts to produce ethanol from the cocoa fruit.

Myanmar attracted $8 billion in foreign direct investment last year. Welcoming “more and better investments”, Suu Kyi emphasized that “we also accept that we have a responsibility to … attract more of the kind of investments we want,” especially in the fields of education and agriculture.

About 70% of the population of Myanmar still lives in rural areas; Suu Kyi highlighted Myanmar’s potential to play a leading role in global food security. “Food starts from the earth,” she said, and Myanmar – once known as the rice bowl of the world – is diversifying its agriculture.

Yet, there are thorny political challenges to negotiate in order to continue on the road of development to which her party, the National League for Democracy, is committed, acknowledged Suu Kyi.

On the role of the military, which holds 25% of Parliamentary seats by law, she reaffirmed that to have “25% unelected Parliamentarians is not in line with democratic values, and this has to change. All legislators should be elected freely by the people.”

Such a process would be negotiated and step-by-step, Suu Kyi said, in the interests of national reconciliation, and she reiterated that the National League for Democracy has never supported public demonstrations. “We have tried to do everything within the framework of the law, because we believe that rule of law is absolutely essential for the stability of our country and the security of our people.”

“Politics is politics,” Suu Kyi commented. “People seem to think that politics in opposition are different to politics in office. Unless you work with people, you cannot help a country to achieve sustainable development.”

On the topic of dislocation and violence in Rakhine State, Suu Kyi reaffirmed Myanmar’s commitment to the repatriation of displaced Rohingyas, and a restoration of peace. “Although we only have 75% of the Parliament,” she said, “we have to accept 100% of the responsibility.”

She emphasized that the rule of law must apply to all. “There are of course ways in which we, with hindsight, might think that the situation could have been handled better, but we believe that for the sake of long-term stability and security, we have to be fair to all sides.”

Suu Kyi also commented on the recent sentencing of two Reuters journalists in Myanmar to seven years in jail. She defended the transparency of the court proceedings, and invited observers to read the sentencing summary to point out any miscarriage of justice. “Due process allows them to appeal the sentence.”

“They were not jailed because they were journalists,” she said. “They were jailed because … the court has decided that they have broken the Official Secrets Act.”

Suu Kyi expressed her hope and conviction that her party will win the next elections, in 2020, in order to continue their programme of development in line with the Myanmar Sustainable Development Plan released earlier this year. “We want to be part of the process of bringing the country out of poverty.”

“Peace and prosperity cannot be divided,” Suu Kyi closed. “These two go together.”

Perched at the edge of the lake, the Lake Villas take inspiration from the blue checks of local men’s longyi (paso).

Rohingya refugees interviewed by Oxfam in Bangladesh say they will not go back to Myanmar until their safety can be guaranteed and they have equal rights, including being able to work and travel freely. Many – especially women – were deeply traumatized by their experiences, including rape and seeing loved ones killed, and said they would commit suicide if forcibly repatriated before these conditions have been met.

Refugees are unwilling to return without these guarantees despite reporting feeling unsafe at night in the overcrowded, makeshift settlements, with a very real fear of kidnapping and sexual abuse.

Oxfam spoke to more than 200 Rohingya refugees living in the makeshift camps in the south-eastern district of Cox’s Bazar, some of whom were refugees for the third time. In a series of group discussions and in-depth interviews all agreed that peace and equal rights were absolute prerequisites for return.

Fatima Sultan*, a 20-year-old refugee, said: “I want to go back to my home – when we are treated as citizens, when there is no violence, when women are not tortured and kidnapped, when at last we can be free”. Sanjida Sajjad* added: “If we are forced to go back we will set ourselves on fire”.

Bangladesh and Myanmar recently agreed to begin repatriating Rohingya refugees at the end of January. Oxfam has warned that the conditions for people to return safely and voluntarily are not yet in place and that the UN should play a lead role in any repatriation process, with humanitarian aid allowed to reach all who need it.

Oxfam is calling on the Myanmar authorities to act to end the violence and live up to their commitment to fully implement the recommendations of the Kofi Annan-led Rakhine Commission report, including ensuring that all people in Myanmar have equal rights. Returns need to be safe and voluntary, with guaranteed freedom of movement. Independent investigations into human rights violations are essential, with those responsible brought to justice, as well as compensation for lost land.

The international agency says that the current crisis, in which more than 626,000 Rohingya fled to Bangladesh in 100 days, is a tipping point which should spur the international community to find a permanent solution.

Paolo Lubrano, Oxfam’s Asia humanitarian manager, said: “People we talked to were incredibly traumatized by what they had been through and now face new threats in the camps, from trafficking to sexual abuse. The fact that many refugees – particularly women – said they would rather kill themselves than return now shows the urgent need for a real and lasting solution to the decades-long oppression of Rohingya people.

“The international community has collectively failed generations of Rohingya while they have been brutally attacked and systematically discriminated against. Instead of standing by while crimes against humanity go unchecked, the UN and world leaders should take their share of responsibility and work with the Myanmar and Bangladesh governments to find a durable resolution to this crisis, through diplomacy, emergency relief and development support.

“The Bangladesh government has generously welcomed in the Rohingya – it should now recognise them all as refugees so they can receive the support they need and remove administrative barriers that are hampering the humanitarian response.”

 

There are now close to a million Rohingya in Bangladesh – more than in Myanmar. The UN appeal for funds to provide vital aid for the next three months is still $280million short. Refugees are living in overcrowded, disease-prone and dangerous sites that urgently need improving, many drinking contaminated water. Oxfam is providing aid including clean water and toilets, and has so far reached more than 185,000 people.

All the refugees Oxfam spoke to said they felt unsafe at night. More than half of the groups reported having seen girls and women being approached by strangers – some of whom their families then lost track of. Many women were afraid of getting lost in the camps and felt unable to leave their tents without appropriate clothing. More lighting, signposting and designated safe spaces are needed in the camps to protect vulnerable people from harm.

Oxfam spoke to 208 Rohingya people about their needs, hopes and fears, through 28 in-depth interviews, and 23 focus group discussions involving 180 people. The interviews and discussions took place in Kutupalong and Balukhali refugee camps between September and November 2017.

Oxfam is working in several camps and settlements in Ukhia and Teknaf sub-districts of Cox’s Bazar, installing water points, toilets and showers and providing soap and other essentials to Rohingya refugees. We are currently developing a pilot project to reach more people with nutritious food via an innovative e-voucher system, working with local food sellers. So far we’ve reached at least 185,000 people and we are planning to reach more than 200,000.

After seeing first-hand the scale of disaster and extent of community needs across Myanmar, Ooredoo has offered support to those affected in the country’s 11 national disaster zones following severe seasonal flooding.

Additionally, Ooredoo Myanmar has launched a SMS crisis-code,“Help Myanmar,” which invites customers to donate their credit balance, or part there-of, to flood victims.

In all, 11 out of 14 regions in Myanmar have been impacted by extreme weather conditions resulting in flooding and landslides. Homes, workplaces and schools have been destroyed, and Ooredoo has pledged its commitment to supporting the reconstruction of educational facilities in cooperation with the Ministry of Rescue and Resettlement.

Sheikh Abdulla Bin Mohammed Bin Saud Al-Thani, Chairman of Ooredoo, commented: “We are deeply concerned for those who have been affected by this severe flooding and areworking to help ease their burden during this critical time. Besides providing essential support, we are working diligently to minimize network disruptions to help ensure that we can continue to provide a vital lifeline to affected communities. Ooredoo Myanmar is utilising its nationwide network of employees, dealers, and distributors to assess local conditions and needs. The firm intends to directly distribute food, water, medicine, blankets and assist with the provision of temporary shelter to the communities that it can safely access. For inaccessible regions, the company will make the same donations to local authorities for their distribution.

Ooredoo Myanmarprovided support of over 20 million MMK in two affected states earlier this week and is makingdonations in other flood affected regions of up to US$170,000. Ooredoo Group has pledged to match this donation with an additional US$200,000to contribute to reconstruction efforts after flood waters recede.

When the flood waters recede, the additional US$370,000 donation will support clean-up and rebuilding efforts. This contribution will be made to local authorities and directed to reconstruction efforts in affected states. Specific needs per state are to be assessed with Ooredoo’s dedicated taskforce and local authorities.

UNHumanRightsA resolution proposed by the Organization of Islamic Cooperation (OIC) on Myanmar titled ” Situation of human rights of Rohingya Muslims and other minorities in Myanmar” (A/HRC/29/L.30) was adopted by consensus at the UN Human Rights Council in Geneva on 3rd July 2015.

The resolution, proposed by Pakistan on behalf of the OIC, makes a number of points:

Condemnation of Myanmar’s human rights abuses

  • Condemnation of the systematic human rights violations and abuses committed in Rakhine State, in particular against Rohingya Muslims.
  • Called on the Myanmar Government to take the measures to address the spread of discrimination and prejudice against Muslims and members of national, ethnic, religious and linguistic minorities, and to end the incitement of hatred against Muslims by publicly condemning such acts.
  • Called on the Myanmar Government to prevent the discrimination and exploitation, including through trafficking, of Rohingya Muslims and others.
  • Urged the Myanmar Government to protect places of worship belonging to all religions.

Calls for an Investigation into human rights abuses

  • The resolution called on Myanmar to end impunity for human rights violations including against Muslims, by taking all necessary measures to ensure accountability. This included the call for a full, transparent and independent investigation into reports of violations of international human rights law and international humanitarian law.

Return of refugees and citizenship

  • The resolution called on the Myanmar Government, in conjunction with the international community and in accordance with international law, to ensure the return of all refugees and persons displaced from their homes, including Muslims.
  • It urged the Myanmar Government to grant full citizenship rights to Rohingya Muslims in Rakhine State, in keeping within a transparent due process, by reviewing the 1982 Citizenship Law.

Humanitarian assistance

  • The resolution calls upon the Myanmar Government to ensure full cooperation with all parties to allow full access to humanitarian assistance for affected persons and communities.
  • In this regards it urged the Government to implement various cooperation agreements between Myanmar and the international community for the distribution of humanitarian aid to all affected areas, including Rakhine State, without any discrimination.

OIC Secretary -General Iyad Ameen Madani said: “The plight of the Rohingyas is a tragedy that requires international cooperation. The OIC urges the Myanmar government to address the humanitarian situation in Rakhine State and enable access for Humanitarian aid for the affected people. Myanmar should maintain its obligation to protect human life and dignity should it wish to reverse its fast deteriorating reputation and standing amongst the international community and the 57 countries of the OIC.”

“This resolution is an important step in the right direction and demonstrates the strong support of the international community, particularly the member states of the Human Rights Council, to the content of this important resolution.”

 

Background  on Myanmar’s Rohingya community:

  • Rohingya Muslims mainly live in Myanmar – predominantly in the Rakhine state – where they not given citizens and have faced persecution for decades.
  • The Rohingya are a Muslim minority group in Myanmar who number approximately 1.3 million according to the Immigration Ministry.
  • The Rohingyas claim Rakhine is their centuries-old Ancestral homeland, but the Myanmar government does not recognise them as an indigenous group – often referring to them as ‘foreigners’ or ‘Bangladeshis’.
  • According to UN estimates, more than 120,000 Rohingya Muslims have fled the country in the past three years.
  • Rohingyas face heavy land ownership restrictions
  • In 2013, the OIC sent a delegation to Rakhine and pledged a series of measures to boost humanitarian assistance to the Rohingyas.

Background notes on the OIC

  • The OIC was founded in 1969 and is the second largest inter-governmental organisation in the world with 57 sovereign member states from across the Islamic world.
  • The organisation is “the collective voice of the Muslim world and works to “safeguard and protect the interests of the Muslim world in the spirit of promoting international peace and harmony”.
  • The OIC has actively represented causes of importance to the worlds 1.5 billion Muslims.
  • The OIC is composed three organs:

–          Islamic Summit – the supreme authority of the Organization composed of Kings and Heads of State and which convenes every three years,

–          The Council of Foreign Ministers which meets annually for the implementation of general policy

–          General Secretariat, the OIC’s executive organ, entrusted with the implementation of the decisions of the two preceding bodies

  • Bodies that form part of the OIC include:

–          The Islamic Development Bank (IDB), set up by OIC Finance Ministers in 1973. IDB tripled its authorized capital to $150 billion to better serve Muslims in member and non-member countries in 2013.

–          Islamic Educational, Scientific and Cultural Organization (ISESCO) established by the OIC in 1979.

  • On 27 June 2007, the-United States President George W. Bush established an official US envoy to the OIC to “listen to and learn from representatives from Muslim states, and will share with them America’s views and values.”
  • The OIC has permanent delegations to the United Nations and the European Union.
  • Mr. Iyad Ameen Madani is the 10th Secretary General who assumed the office in January 2014. His appointment was officially announced after the 12th Summit of the OIC in Cairo on 8 February 2013 and his term was effective from January 2014. He is former the Kingdom of Saudi Arabia’s former Information Minister and former editor-in-chief of Saudi Gazette.
  • 1994, the OIC Code of Conduct committed member states to take firm measures to individually and collectively counter violent extremism.
  • In 1999, the OIC adopted the Convention on Combatting International Terrorism
